Job Description

Summary

Support the Mission of the Department of Emergency Services; to promote and assist in providing safety and security to Chester County citizens so they can work, live, and grow in a healthy and safe community.

The Safety & Security Supervisor provides tactical leadership and first-line supervision guidance to the security team while enforcing safety regulations, monitoring premises, and responding to emergencies and security incidents. They will oversee the security operations and personnel, to ensure efficient, accurate, and timely operation of security services. Supervisory responsibilities may be reassigned to alternate locations, as needed.

This position requires availability 24 hours a day, seven days a week, 365 days a year.

This job requires the following documents to be obtained, reviewed as acceptable by the supervisor: PA Child Abuse, re-obtained every five years and a PA Criminal History and FBI Criminal History done every two years.

This is an essential employee position. Essential employees are obligated to report to work as scheduled or remain at work during emergencies. Following is the Duty Statement for essential employees:
“Carries out essential job functions or assigned emergency duties which may involve assignments within the Emergency Operations Center, deployment to a field location to participate in emergency management activities, or other duties as required during periods of emergency. If received, emergency assignments may be performed under adverse conditions and continue for periods ranging from a few hours to several weeks”.

Essential Duties

  • Supervise and provide tactical leadership to a team of safety and security operators to ensure the efficient, accurate, and timely operation of security services.
  • Coordinate and assign work scheduled, tasks, and responsibilities to safety and security operators, ensuring appropriate coverage of all shifts and areas.
  • Coordinate and facilitate the completion of pre-requisites for new hire employees to meet the Pocopson Home requirements.
  • Train and educate safety and security operators on safety and security procedures, emergency response protocols, and customer service skills.
  • Foster a culture of safety, security awareness, and professionalism among the safety and security team and other Pocopson Home facility staff.
  • Analyze security situations and provide recommendations to the Assistant Deputy Director for Safety and Security regarding staffing, resource utilization, and personnel issues.
  • Monitor the performance and conduct of safety and security operators, providing feedback, guidance, and disciplinary action, as necessary.
  • Conduct regular patrols of the Pocopson Home Assisted Living Facility to assess security risks, detect signs of intrusion, unauthorized access, or safety hazards.
  • Conduct regular inspections of fire safety equipment, emergency exits, and other security systems to ensure they are in proper working order.
  • Maintain accurate records of security incidents, daily activities, incident reports and shift reports.
  • Monitor surveillance cameras, alarms, and access control systems to ensure the security of county facilities, promptly responding to any suspicious activity or breaches.
  • Respond to emergency situations, such as medical emergencies, accidents, or security incidents, and lead the safety and security team in taking appropriate action following established protocols.
  • Collaborate with local law enforcement agencies, emergency services, and other security professionals as required for incident response, investigations, and coordination.
  • Provide excellent customer service.
  • Maintain a favorable image to the general public and county employees.
  • Provide assistance and support to Pocopson Home Assisted Living Facility residents, staff, and visitors during emergencies or crises, including implementing evacuation procedures.
  • Enforce policies and procedures related to safety and security, ensuring compliance among Pocopson Home Assisted Living Facility residents, staff, and visitors.
  • Stay updated on industry best practices, safety regulations, and relevant policies to ensure compliance and continuous improvement in safety and security operations.
  • Protect the County’s assets relative to theft, assault, fire, and other safety issues.
  • Perform other duties, tasks, and special projects, as required.

Qualifications/Preferred Skills, Knowledge & Experience

  • High School Diploma or equivalent, or General Education Degree (GED). Three or more years of experience in a law enforcement, corrections, security, or related field or any combination of education, training, and experience.
  • Experience as a security officer in a supervisory or leadership role, preferably in a healthcare or assisted living environment.
  • Previous supervisory experience and knowledge of Human Resources processes, such as performance evaluations and staff development are desirable.
  • Ability to maintain confidentiality and handle sensitive information with integrity.
  • Strong knowledge of safety and security protocols, procedures, emergency response plans, and relevant regulations.
  • Familiarity with surveillance systems, access control systems, and other security equipment.
  • Strong observation and problem-solving skills with the ability to identify and respond to security risks effectively.
  • Excellent leadership and communications skills with the ability to provide clear instructions and guidance to security personnel.
  • Strong interpersonal skills and the ability to interact effectively with Pocopson Home Assisted Living Facility residents, staff, and visitors.
  • Ability to work as part of a team.
  • Physical fitness and ability to perform security duties, including walking, standing for extended periods, and responding quickly to incidents.
  • Must always exhibit courteous and tactful behavior.
  • Accurate and detail oriented with strong verbal and written communication skills.
  • Certified in First Aid and CPR.
  • Proficient computer skills for incident reporting, data analysis, and using security systems.
  • Strong Interpersonal and customer service skills with an ability to listen intently.
  • Able to use common sense understanding to carry out written or verbal instructions.
  • Ability to follow protocols and resolve recurring problems.
  • Professionalism, integrity, and honesty with an ability to handle confidential matters.


Preferred Skills, Knowledge & Experience:

  • Associate degree in a related field of study.
  • Four or more years of job-related experience, with some supervisory roles.
  • Act 120 and/or 235 certified.
  • Corrections or law enforcement background.
  • Basic criminal and civil law knowledge and experience.
  • Certified EMT.
  • Ability to effectively use an X-ray scanner.
  • Skill and knowledge using a metal detector.

Relevant background checks, clearances, physicals, drug tests, and any other assessments or evaluations will be conducted after an offer of employment is given per County policy.

Physical Demands:
While performing the duties of this position, the employee is required to stand for extended periods of time, walk, work with machinery, and talk or hear. At times the employee will need to sit; bend, twist or rotate at the waist; kneel, stoop, crouch or squat; climb stairs; lift items weighing up to 50 pounds; push and carry items, walk to remote locations for security checks, check personnel and security on various floors, work with an uncommon level of noise; and taste or smell.
The special vision requirements for this position are:

  • Close Vision (clear vision at 20 inches or less)
  • Color Vision (ability to identify and distinguish colors) for X-ray monitors and weapon detection.
  • Peripheral Vision (ability to observe an area that can be seen up and down or to the left and right while eyes are fixed on a given point)
  • Depth perception (three-dimensional vision ability to judge distances and spatial relationships)
  • Ability to adjust the eye to bring an object into sharp focus.
  • Ability to hear alarms.


Work Environment:

  • The noise level in the work environment is usually moderate to loud.
  • Will work standing approximately 75% of the time.
  • Will patrol their assigned area and walk the buildings during working hours.
  • Will be exposed to sudden temperature changes due to the opening of doors.

  • Ability to work flexible hours, including weekends, evenings, and holidays.
